RGRWA Organizational Structure

The RGRWA was created by SB 1902 during the 78th Texas Legislature (2003) and is governed by a set of bylaws. SB 707 (80th Texas Legislature) created additional posts on the Authority's leadership boards as well as expanded its powers and boundaries.

The Authority is directed by a board of 18 members representing interests from six Rio Grande Valley counties: Cameron, Hidalgo, Starr, Webb (excluding Laredo), Willacy, and Zapata.

The Authority has a complex structure designed to fairly represent the diverse interests of the region. Twelve of the 18 directors are appointed by the governor: nine representing irrigation districts and one each representing the public, municipal class entities, and water supply corporations. Additionally, each county must be represented, and no more than three members can come from a single county. These directors serve four-year terms.

Each member county appoints one director. These directors serve four-year terms.

The officers of the board are elected by the board members.

Multiple committees have been formed to deal with different issues.
